Tomorrow night I'll see what happens when I compile a kernel or something. '''Update:''' When compiling a kernel in dom0 over and over, the power consumption went up to ~174W or ~0.75A.

The results are in: islay idles at 120W after it's fully booted as described above, so Phil is the winner. It peaked at about 209W during the pre-grub boot sequence, and wobbled around150-175W during the kernel boot.
