Clearly, the correct usage of "..." is to indicate a "raised eyebrow" expression. This in turn can have one of several meanings such as (but not limited to):

• Your point is not yet made clearly, please expand
• You just said something mad and we are all wondering why you said it

The meaning of the "..." should be obvious by its context and if it is not then that is an invalid usage of "..."
